He was seen in both cities enjoying the festivities.
He had a private meeting with Yuri and Liem to discuss their plans to work against the pro-Zenith shift in Kowloon.
Yuri also provided him with several useful leads to investigate, so he's currently in the process of preparing for that.
He goes to Kowloon whenever he can to try and get a better feel for the area and the people living there.

In Springstar, he spent most of his time at the festivities, in the entertainment district, or around the docks.
In Kowloon, he was kind of all over since he doesn't have a particular goal as much as he's there to see what he can see. Probably goes drinking in shady dive bars. He uses magic to alter his appearance sometimes.
