Yep, buying up real estate would be possible! A portion of that is something that you can purchase via AC Rewards, but that's more intended for a character's personal residence or a singularly located IC businesses (such as a bar). Going the more real estate mogul route is something that would be a bit more smooth (and I think rewarding) as something that's just handwaved IC. In rough order from cheapest to most expensive, real estate would go: Kowloon, Springstar, Highstorm, just to give you an indeed of where he might be interested! It's also worth noting bc it's built into the lore that owning real estate does come with a bit of power in Kowloon, but would not in either of the other two cities.
