Essentially this just means a bit of OOC time for a character to have established themselves down there (this can mean whatever you like; it's essentially just gaining trust of locals) and then some side quests! For example, Amos Burton recently did just this, and you can see what this process looks like here.
2) As for this one, he's definitely going to get involved in Kowloon if this is how he wants to make money! That's right in line with the businesses/"businesses" that are in that area, so absolutely not too far! In this case, we'll work with you on getting established. For an example of that, see here! There's a fair amount that can be handwaved, but since this kind of influence can also provide interesting rewards and repercussions, we just like to talk it through.
