The Fatui Harbingers' Delusion will follow the same ruling as Visions, so it will display and function essentially as before in Teyvat.
Since powers and abilities in Kenos are drawn from the forces of Meridian or Zenith, the Delusion is not required to access the powers it directly affords in canon. However, these are still subject to the game-wide power cap, naturally! You can choose to have it appear when Childe harmonizes to a faction or if you would prefer to have this be something he regains from Activity Rewards, that's also an option. It's up to you depending on what you find more interesting to play.
