While Set will not be allowed to take any clipping of the plant (gee wonder why), he will at least be given access to his coveted gardens. He will notice that the Zenite workers do tend to follow him when he visits, but it's more just to keep an eye on a troublemaker. They won't interfere with his enjoyment otherwise!
